Front-loading: The silver lining for employers in CT’s new paid sick leave law

In Connecticut, employers can “frontload” paid sick leave, providing employees with the full amount of their potential annual sick leave at the start of the year, instead of requiring accrual, and this eliminates the need for carryover of unused time.

My Testimony on S.B. 1442 Before the CT Judiciary Committee (3/10/2025)
On March 10, 2025, I testified at the CT Judiciary Committee’s public hearing on S.B. 1442, challenging CHRO’s characterization of their proposed redefinition of “employer’s agent.” I explained that this bill omits fundamental elements of traditional agency law, especially the critical “scope of employment” requirement.
